National Skills Coalition is a broad-based coalition working toward a vision of an America that grows its economy by investing in its people, so that every worker and every industry has the skills to compete and prosper. We engage in organizing, advocacy and communications to advance state and federal policies that support these goals – policies that are based on the on-the-ground expertise of our members and allies. 




NSC’s senior fellows are nationally recognized leaders who are among the foremost experts in the country in their respective fields. They leverage their expertise to help advance NSC’s strategic objectives. The senior fellow will serve as an NSC organizational expert on state postsecondary and workforce data policy and research as it intersects with stakeholder data use for improving policies and programs that support students and workers in meeting their educational, employment, and economic goalsThe senior fellow will leverage expertise and relationships to inform strategy of NSC policy campaigns; lead special projects that support campaign strategies; and provide technical assistance to NSC’s state coalitions and other partners including state policy and institutional leaders. The senior fellow will also engage in funder cultivation and stewardship to support work. 



We are looking for someone with:

  • At least 10 years of relevant postsecondary and workforce data, policy, and program research experience at the national, state, and/or local level
  • Knowledge of state postsecondary and workforce data systems and issues, including an understanding of federal datasets that support state labor market and policy research
  • Prior experience leading major policy and applied research projects, including working with stakeholders to use research to inform policy at the state and/or federal levels
  • Strong quantitative and qualitative research skills with demonstrated experience in applying mixed methods to understand policy outcomes and impact
  • Experience in conducting applied research to advance knowledge, policy, and practice with a specific emphasis on racial equity
  • Familiarity with implementing ethical and culturally responsive data collection, analysis, and reporting activities and tools
  • Experience with data management, statistical software and analysis, and relevant data visualization tools for communicating research to diverse audiences
  • Desire to be part of a proactive team that highly values collaboration 






  • Policy and Research: Work with NSC colleagues and national/local partners to inform strategies for advancing NSC’s policy research agenda, with a particular focus on how postsecondary and workforce data policies and practices can support broader goals of NSC’s federal, state, and local partners.
  • Network: Work with policy and research, state network, and national network colleagues to inform development and implementation of cross-state policy research and technical assistance initiatives.
  • Organizational development: Work with leadership team to develop NSC’s policy implementation research and technical assistance program strategy as it pertains to postsecondary and workforce data. 


Policy Research & Development

  • Data Policy: Lead the development of federal and state-specific workforce data policy proposals that support NSC’s goals to advance equity in employment, education, and earnings.
  • Policy Research & Analysis: Manage a range of research and writing projects, including engaging with staff internally and partners externally to collect, analyze, and report on qualitative and quantitative data. Develop high level reports, summaries and other products for policy makers and stakeholders to use in making decisions.
  • Policy Development: Bring relevant research and data into the development of state and federal postsecondary and workforce education policy proposals that advance NSC’s agenda.  


Outreach & Communications

  • Stakeholders: Ensure that NSCs networks are regularly engaged in data and related policy research and development processes.
  • Public Spokesperson: Serve as spokesperson at public meetings, conferences, briefings and presentations.  Liaison with the press as needed.   



  • Grants: In coordination with senior leadership, engage in funder cultivation and stewardship to support postsecondary and workforce data portfolio. Participate in relevant grant reporting.   



  • Senior leadership: As a senior leader in the organization, participate in creating an enriching, learning environment for other staff.
  • Coordination and Collaboration: Work with other staff on policy research, analysis, development, and advocacy of federal and state policy proposals.
